Procurement of computers and associated equipment

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business online, January 24, 2005 and printed edition issue no. 648 dated February 16, 2005.
2. The Republic of Tajikistan has received a credit and grant from the International Development Association and grant from the Swiss Government toward the cost of electricity and gas components of the Energy Loss Reduction Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of Computers and associated equipment.
3. The Open Stock Holding Power Company "Barki Tojik"now invites sealed bids from eligible and qualified bidders for supply of computers and associated equipment. Computers and associated equipment shall be delivered within 8-12 weeks after the contract signing date.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Mr. Aminov Makhmadamin, PRG of Energy Loss Reduction Projectand inspect the Bidding Documents at the address given below
6. Qualifications requirements include:
(i) The bidder must have successful executed at least two contracts of supply of the similar goods and Quantity during the last five years. The documentary evidence should include a Reference List with information on the supplies and satisfactory performance, including contact details (phone, fax, e-mail, address) of previous clients.
(ii) The documentary evidence should inter-alia include description of proposed service facilities, their location(s), description of certified service staff that will be made available in the Purchaser's country and similar details. If local capacity to provide after-sales services is not in place at the time of bidding then the bidder must include a credible plan for establishing such capacity before signing the contract.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of 100.00 (one hundred) USD or its equivalent in Tajik Somoni based on the rate of National Bank of RT. 8. Bids must be delivered to the address below at or before 14:00 (Dushanbe time) of January 22, 2013. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 14:00 (Dushanbe time) of January 22, 2013. All bids must be accompanied by a Bid Security of not less than 2 % of bid price or in an equivalent amount in a freely convertible currency.
