TAJ: Reconnection to Central Asian Power System Project
1. The Project objective is to ensure the power exchange of Tajikistan with Uzbekistan and the reconnection of Tajikistan with the Central Asian Power System (CAPS). The Project pro-vides for the complete restoration and reconnection of the Tajik power system with Uzbek power system. This means the restoration of parallel operation of the Tajik energy system with the regional one, from which Tajikistan has been cut off in 2009. Within the Project framework in order to synchronize the electrical networks of Tajikistan and Uzbekistan, it is planned to install modern relays, circuit breakers, instrument transformers, auxiliary, and other equipment that will increase system reliability and will be installed at the connection points on 220 kV and 500 kV transmission lines.

The OJSC «Barqi Tojik» has received financing from the World Bank toward the cost of the Grant No.: E2850-TAJ- CENTRAL ASIA-SOUTH ASIA ELECTRICITY TRANSMISSION AND TRADE “CASA-1000” PROJECT, and intends to apply part of the proceeds for hire of a Claims Specilaist.
The scope of work of the assignment (“the Service”) is included in the ToR and the duration of the contract is 6 months.

Tajikistan: Golovnaya 240-Megawatt Hydropower Plant Rehabilitation Project
1. INTRODUCTION
1. This Semi-Annual Social Safeguards Monitoring Report for the Lot 1, Lot 2 and Lot 2A (Golovnaya Hydro Power Plant, Vose and Rudaki substations, and 10km overhead transmission line) covers the period from July to December 2023. The results of the Social Safeguard assessment prepared for the project concluded that, as per ADB Safeguard Policy Statement, the project is categorized as ‘B’. The Asian Development Bank (ADB) provided a grant to the Republic of Tajikistan to upgrade the Golovnaya Hydropower Plant (GHPP) and to increase the supply of renewable energy to national and regional power systems. Golovnaya HPP is situated 80 kilometers south of Dushanbe. Its installed generation capacity is 240 MW, which makes it the fourth largest hydropower plant in Tajikistan. The objective of monitoring report is to investigate on the status of any land acquisition and resettlement activities periodically as well as reporting of grievance, including the implementation of livelihood restoration programs, to ensure that the activities are implemented as planned and that mitigating measures designed to address adverse social impacts are adequate and effective. The project did not require any land acquisition or resettlement of people as GHPP and Vose substation are located at existing territory. The Rudaki substation is a new set up on open land required one hectare of land acquisition, included in the LARP, no displacement of people required. Likewise, for overhead line construction, required 11,952 m2 permanent, and temporary 52,386m2 land also included in the LARP. However, the semi-annual social safeguard monitoring report is based on site visits by PIC specialists on 06 July, 13 September, and 01 December 2023, review of project documents and consultation with PMU staff, confirms that there was no grievance reported during the reporting period concerning social safeguard matters.
Further to record, during this period no change occurred to Project Organization Structure and social management team and Contractors’ staffing.

The safety, well-being and health of all our employees is the main task of our Company. JSC “Tojikgidroelectromontaj” (hereinafter TGEM) has many years of experience in the construction of energy facilities in the Republic of Tajikistan employees undergo annual medical examinations, organize safety training for them, and are provided with a special work uniform and personal and collective safety equipment. Allowed to work employees who have passed safety training and passed exams to know the rules of safety at work.
Within the framework of this Health and Safety Plan, questions will be examined in detail on compliance with current rules and safety standards during the work on this Project, measures will be proposed to reduce risks and hazards at work
