1. The Republic of Tajikistan has applied for financing from the World Bank International Development Association and Asian Infrastructure Investment Bank toward the cost of the Nurek hydropower rehabilitation project, intends to apply for financing for the Phase 2 of the Project and intends to apply part of the proceeds toward payments under the Contract for Power plant rehabilitation.

2. The OSHC Barqi Tojik, implementing agency for the project, now invites sealed Bids from eligible Bidders for the following supplies and services relating to the Nurek hydro power plant on the Vakhsh River in central Tajikistan:

a. Execution design for rehabilitation of power plant equipment and penstock lining including power upgrade of 9 hydroelectric generating units and associated ancillary equipment. Present unit power is 320 MW Upgraded unit power is minimum 362 MW, desired up to 375 MW.

b. Decontamination of power plant with respect to rehabilitation of power plant equipment.

c. Dismantling of existing equipment, erection and commissioning of new equipment, one generating unit at a time, with minimized impact on power plant operation and power production.

d. Minor civil works.

e. Supply of new equipment and spare parts including shipping to site.

f. Detailed condition assessment and rehabilitation of 9 penstocks, typical diameter 6 m, typical length 680 to 740 m.

Given the overall scope of the envisaged rehabilitation works, the rehabilitation of the power plant equipment will be implemented in two phases. The first phase (Phase 1) will primarily comprise rehabilitation of three generating units along with the auxiliary systems and key components of the balance of plant. The second phase (Phase 2) would comprise the rehabilitation of the remaining six units and the residual components of the balance of plant. Bids are being invited for both phases and bid evaluation will be based on the total evaluated price for both phases covering the complete rehabilitation scope. The award of the contract will initially be for the Phase 1 scope. The trigger for Phase 2 is the availability of funding. Conditional to this trigger, the Employer can extend the contract to include the Phase 2 scope within a period of 30 months from the Effective Date.

Services up to completion are expected to cover a period of 46 months plus 3 months commissioning for Phase 1, 112 months plus 3 months commissioning for phases 1 and 2.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of July 1, 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of six hundred United States Dollars (600 USD) or equivalent sum in local currency or in Euros. 6. Bids must be delivered to the address below on or before November 24, 2017 at 1400 hours. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on November 24, 2017 at 1400 hours.
