Open Stock Holding Company "Barqi Tojik" is state-owned national energy company of the Republic of Tajikistan, located in the capital of Tajikistan, Dushanbe. The main purpose of OSHC "Barqi Tojik" is generation, transmission, distribution and sale of electric and heat power primarily in the local market in Tajikistan. It deals with issues of Republican power stations and networks operation, the generation, transmission, distribution and realization of electric and heat energy in the state.

OSHC "Barqi Tojik" is the holder, passed by the Government of Tajikistan shares of joint stock companies operating in the power sector, as well as exercise the right of ownership, use and disposal of the property of enterprises and institutions, transferred to its management. The composition of OSHC “Barqi Tojik” consists of 26 enterprises, which employs more than 12 thousand people.

The following companies are in composition of OSHC "Barqi Tojik": Head office of OSHC "Barqi Tojik", Nurek HPP, Baipaza HPP, cascade of Vakhsh HPPs, cascade of Varzob HPPs, Qairokkum HPP, JSC "Yovon Power Networks", "Central Power Networks", “Chkalovsk Power Networks”, JSC “Dushanbe Power Networks”, “Khujand Power Networks”, JSC “Kulob Power Networks”, JSC "Kulob City Power Networks, “Kurgan-Tube Power Networks”, Sugd Power Networks, JSC "Panjakent Power Networks, Rasht Power Networks, JSC "South Power Networks", JSC "Tursunzoda Power Networks", JSC "Istaravshan Power Networks", JSC "Dangara Power Networks, Subsidiary Enterprises for Material and technical supply "Tajikenergosnab", JSC "Dushanbe TPP", JSC "Yavan TPP", JSC "Isfara Power Networks, Nurek Power Networks, JSC "Techanical Repair Plant” in Vakhdat", the Representation of OSHC "Barqi Tojik" in the Russian Federation, Nursery Garden No. 22.

The consultants will support the BT in: (a)undertaking a detailed assessment and documentation of existing policies practices and systems for revenue recognition, customer billing and cash collection; (b) development of appropriate procedures to support the completeness of revenue collection and recording and for periodic control and monitoring of accounts receivable including procedures for identifying and making provision against doubtful accounts and write-off of irrecoverable accounts; and (c) required support to BT in addressing the causes for qualified audit opinion on BT’s financial statements for year 2015 .

OSHC “Barqi Tojik” now invites eligible consulting companies to indicate their interest in providing the above mentioned services. Interested companies must provide information indicating that they are qualified to carry out the mentioned services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consulting company will be selected in accordance with the Consultant’s Qualifications Selection (CQS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised July 2014) (“Consultant Guidelines”).

The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank’s Consultant Guidelines, setting forth the World Bank’s policy on conflict of interest and eligibility. Consultants may associate with other consulting firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. All the members of the joint venture shall be jointly and severally liable for the entire assignment.

The evaluation criteria are:

a) Specific experience of the consultants related to the assignment (20%)

b) Adequacy of the proposed methodology and work plan (40%)

c) Key professional staff qualifications and competence for the assignment (40%)
