Invitation for Prequalification

This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtml) on 24 July 2015.

Barqi Tojik, hereinafter referred to as “the Client” or “BT”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) as well as potential funding from the Green Climate Fund (“GCF”) towards the cost of Qairokkum Hydropower Rehabilitation Project.

The Client intends prequalifying firms and consortia to tender for the following contract hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan.

Supply and Installation of Hydraulic Steel Components, Turbines, Electromechanical Equipment and Power House and Concrete Dam Rehabilitation

Project Background

Qairokkum hydropower plant is located on the Syr-Darya River in northern Tajikistan was commissioned in 1959. The existing six Kaplan turbines with a total capacity of 126 MW generate on average 700 GWh per year.

The reservoir is used for seasonal regulation of the water in Syr-Darya for irrigation needs as well as for generation of electricity. The Qairokkum plant is the only electricity generating facility in northern Tajikistan, but its current capacity is insufficient to meet electricity needs in the area, especially during winter. Most of the electric and mechanical equipment of Qairokkum plant has reached the end of its lifetime and a major rehabilitation, including the replacement of all turbines is envisaged.

Although the plant has been in operation for almost 60 years, it is very well maintained and is still generating electricity. However, the likelihood of major failure is increasing, thus a complete rehabilitation is required.

The Supply and Installation Contract comprises of the following main components:

· Refurbishment of hydro-mechanical and electro-mechanical equipment and associated installations;

- Upgrading and replacement of Hydraulic Steel Structures

- Rehabilitation and replacement of all six (6) units of Kaplan turbines which intend to increase the total rated capacity of the plant from 126 MW to 174 MW;

- Execution design of new equipment and interface parts;

- Dismantling of old equipment;

- Crack detection and repair on equipment to be overhauled;

- Erection and commissioning of new equipment;

- Training of operation and maintenance staff in Russian language;

- Documentation in English and Russian languages.

· Upgrading works for increasing the safety level of the power plant, the dam and the reservoir to include;

- Leakage control measures;

- Construction of a cut-off wall along the entire length of the dam of about 1,250 m;

- Improving connection measures to increase tightness between the dam and existing power house structure;

- Associated civil works for the plant rehabilitation.

The Contract will be based on FIDIC’s Conditions of Contract for Plant and Design-Build for Electrical and Mechanical Plant, and for Building and Engineering works, Designed by the Contractor (FIDIC Yellow Book).

It is envisaged that the Contract will be awarded during 3rd quarter 2017 with a scheduled time for completion of about 90 months.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.

Prequalification documents may be obtained from the office at the address below upon payment of a non-refundable fee of EUR 200 or equivalent in a convertible currency, including a Russian translation of the document.

Any documents which are received late may be rejected and returned unopened.
