1. The Republic of Tajikistan has applied for financing from the World Bank International Development Association, Asian Infrastructure Investment Bank and Eurasian Fund for Stabilization and Development (EFSD) toward the cost of the “Nurek hydropower rehabilitation project. Phase I.”, and intends to apply part of the proceeds toward payments under the Contract for Rehabilitation of Switchyard.

2. The OSHC Barqi Tojik, implementing agency for the project, now invites sealed Bids from eligible Bidders for the following supplies and services relating to the Nurek hydro power plant on the Vakhsh River in central Tajikistan:

a. Execution design for replacement of six autotransformers, refurbishment and partial replacement of various high voltage equipment and ancillary systems.

b. Decontamination of structures with respect to rehabilitation of equipment.

c. Dismantling of existing equipment, erection and commissioning of new equipment, one autotransformer unit at a time, with minimized impact on power plant operation and power production.

d. Associated civil works.

e. Supply of new equipment and spare parts including shipping to site.

Services up to completion are expected to cover a period of 25 months plus 1 month commissioning for last bay.

A Margin of Preference in the amount of 15% applies to Goods produced in EFSD member States.

A Margin of Preference in the amount of 7.5% applies to Installation services for Bidders registered in EFSD member States.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of July 1, 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of three hundred United States Dollars (300 USD) or equivalent sum in local currency or in Euros. The payment shall be clearly labeled as Purpose of Payment: “Company [name of Bidder] - Purchase of Bidding Documents for Nurek HPP Rehabilitation Project. 6. Bids must be delivered to the address below on or before August 20, 2019 at 1400 hours Dushanbe time. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on August 20, 2019 at 1400 hours Dushanbe time.

7. All Bids must be accompanied by a Bid Security of one million United States Dollars (1’000’000 USD) or equivalent in any other freely convertible currency.
