Independent Environmental Monitoring Consultant (IEMC) for OSHC “Barqi Tojik”

Assignment Title: Consulting services

The Republic of Tajikistan has received financing from the World Bank toward the cost of the TFOA4615-TAJ, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include
The IEMC will provide professional services (“the Services”) regarding environmental sampling and reviewing compliance to the Environmental and Social Management Plan (ESMP) and the environmental specifications of the Project. Overall the IEMC shall provide support to Barqi Tojik to establish and operate environmental management systems, offer suggestions for adjusting and building capacity during the implementation period and monitor the Contractor’s ESMP implementation plan in both construction and operation stages.
Responsible for preparing monitoring reports on EMP implementation and submit these reports to Barqi Tojik for approval, who will make them available in a transparent manner to financiers such as the World Bank.
Through this assignment, the effectiveness of the mitigation and reporting procedures will be verified, or recommendations shall be made regarding alteration of construction method or additional measures to make sure that the potential negative impacts related to the construction and operation of the proposed Project are minimized.

The OSHC “Barqi Tojik” now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Profile of the firm, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc). The shortlisting criteria are:
• Firm should have related licenses, certificates or other permissions to perform assignment;
• Experience in developing and sampling of Independent Environmental and Social Monitoring reporting;
• Experience in review and analyses of ESIA, EMP, RAP and site audits in energy projects
• At least 2 assignments of similar nature performed during last 5 years, with International Financial Institutions.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
