Summary scope of contract: Independent Environmental Monitoring Consultant (IEMC) will provide professional services (“the Services”) regarding environmental sampling and reviewing compliance to the Environmental and Social Management Plan (ESMP) and the environmental specifications of the Project. Overall the IEMC shall provide support to Barqi Tojik to establish and operate environmental management systems, offer suggestions for adjusting and building capacity during the implementation period and monitor the Contractor’s ESMP implementation plan in both construction and operation stages.

The IEMC will also be responsible for preparing monitoring reports on EMP implementation and submit these reports to Barki Tojik for approval, who will make them available in a transparent manner to financiers such as the World Bank.

Through this assignment, the effectiveness of the mitigation and reporting procedures will be verified, or recommendations shall be made regarding alteration of construction method or additional measures to make sure that the potential negative impacts related to the construction and operation of the proposed Project are minimized.
