Invitation for Bids

1.     The Republic of Tajikistan has received financing from the Asian Development Bank (ADB) toward the cost of the Wholesale Metering and Transmission Reinforcement Project. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2.     The Joint Stockholding Company "Barqi Tojik" (“the Employer”) invites sealed bids from eligible Bidders for the Installation of 448 wholesale meters at 500kV, 220kV, 110kV, and 35kV levels including Current Transformers, Voltage Transformers, meter cabinets and communication equipment in substations (“the Facilities”). The Facilities under this turnkey contract shall have to be completed within 480 days from the Effective Date as described in the Contract Agreement.

3.     International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4.     Only eligible Bidders with the following key qualifications should participate in this bidding:

Financial Criteria:

a.     Minimum average annual turnover of US$12,500,000.- (twelve million five hundred thousand) calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years;

b.     The Bidder must demonstrate that its financial resources less its financial obligations for its current contract commitments meet or exceed the total requirement for the Subject Contract of US$2,000,000.- (two million)

           Construction Criteria:

a. Participation in at least two contracts that have been successfully or substantially completed within the last five (5) years and that are similar to the proposed contract, where the value of the Bidder’s participation exceeds US$6,500,000 (six million five hundred thousand).

This document summarizes only a part of the requirements for information to the potential bidders. Bidders are requested to refer to the Biding Document for the full range of criteria prior to submitting a bid. If there are any discrepancies between this Invitation for Bid and the Bidding Document, the Bidding Document shall prevail.

6.     To obtain the Bidding Documents in English, eligible Bidders should write/e-mail to the address above requesting the Bidding Documents for “Installation of wholesale meters at 500kV, 220kV, 110kV, and 35kV levels (0417-ICB-L3-GW).”

7.     Submit your Technical and Price bids:

·        electronically through the web portal https://www.tenderlink.com/adb;

·        on or before the deadline 28 September 2020, 14:00 (Dushanbe Time), UTC +05:00; and

·        together with a Bid Security as described in the Bidding Document.

Late bids and hardcopy submissions will not be accepted.

8.     Technical bids will be opened immediately after the deadline.  Bidders will have the option to attend the electronic bid opening via an online conferencing system.  The link to the virtual opening will be sent to the bidders seven days prior to the opening.
