1. INTRODUCTION
1.1. Preamble
1. This 14th Semi-Annual Environmental Monitoring Report (SAEMR) for Golovnaya 240 MW Hydropower Rehabilitation Project, Asian Development Bank (ADB) Grant 0376-TAJ, covers the period from July to December 2023.
1.2. Headline Information
2. The impact of the Project is expected to be an increased supply of renewable energy to national and regional power systems from 743 GWh in 2012 to 1,130 GWh in 2026. The project outcome is expected to be increased weighted average generation efficiency of the power plant from maximum 83% to 89%. The project output is expected to be rehabilitated Golovnaya Hydropower Plant (HPP) with generation capacity increased from 240 MW to 270 MW.
3. Changes in scope were approved:
o In July 2019 for the Rehabilitation of Golovnaya 110 kV facility and construction of new 110 kV Rudaki substation in Vose district, as well as of a new 10 km overhead transmission line (OHTL) between the two substations,
o In December 2022 for the rehabilitation of the irrigation canal right bank, the rehabilitation of sediment sluices and the fire protection of Block №1 main autotransformer of the HPP
